html files stored on hard drive cannot load any files with relative paths in MS Windows. In Linux, it works.
You can test that with QtWeb http://qtweb.net/ and create a single html file with for example a relative path to a image.

Please inform me, if the bug are fixed in any Qt version. Could not test it in Qt5
