Menus are not shown in Gnome with multi-screen configuration

    Description

      Submenus of main menu bar and some context menus are not shown in Gnome if two screens are enabled and the bottom edge of the primary screen is lower then bottom edge of secondary screen (see attachment displays_settings.png).

      Steps to reproduce:
      1. Attach second screen to your machine.
      2. Run Vlc player (from rpmfusion.org repo) in Fedora 19.
      3. Alter screen positions so as the bottom edge of primary screen is under bottom edge of the secondary screen.
      4. Try to activate any submenu of main menu.

      Actual result:
      If the Vlc window is on primary screen, the are no menus shown (see attachement no_menu.png).
      If the Vlc window is on secondary screen, the submenu is extended along whole screen ((see attachement long_menu.jpg) or sometimes normal.

      Expected result:
      Menus are show normally.

      The same buggy behavior shows SMPlayer.
      Vlc never shows context menus, SMPlayer shows some of them.
