[configure]: Decouple configure options for Xcursor and Xfixes

    Description

      The configure script maps both Xcursor and Xfixes to the same option (XCN or XCY) such that disabling one will disable the other. This should be clarified by either merging the two if it is a true dependancy or decoupling them if they can be used independantly.
