Move the QSoundEffect implementations to plugins.

    Description

      Custom SoundEffect implementations are currently hardcoded in the QtMultimedia library depending on the platform. This should be moved to the audio system plugins.

      There is currently only one custom SoundEffect implementation (PulseAudio).
