Qt Applications should ask for WM_GETHOTKEY messages on Windows

    Description

      MFC-based applications replies to WM_GETHOTKEY messages with correct vkey/modifiers information while a Qt-based application does not.
      This will result in a running Qt application deactivating if it's shortcut is triggered.
