network: add API to tweak cache time of sockets

currently we close and dispose of sockets after 2 minutes. Sometimes it might be desirable to close them earlier (e.g. all sockets go through the same proxy, which has a hard limit per host), or later (keep them around longer if it is known that they will be needed and the server keeps them around for a longer time as well).
