Wrong month name capitalization for Czech locale

When getting the standalone month name for Czech locale, the first letter is not capitalized.

It's correct that in Czech language months and days are not capitalized like in English, however when requesting the standalone form, it should always be capitalized.

As the doc says - "it's used for months enumeration". As such it makes sense to have proper capitalization in such list.
