QMake is broken for windows CE

    Description

      QMake does not generate correct makefiles outside of a normal qt build. So building cross compiled targets with the build qmake fails.

      It also generates this warning:
      Project WARNING: qmake spec does not announce the compiler family. Guessed msvc.

      My first guess is that the mkspecs settings are not found afterwards.
