Tarball files need to be renamed. Currently state 'everywhere'; cannot be used on Windows

      Given the 'resolution' of QTBUG-28743, the tarballs can hardly declare that they are everywhere.

      Or just include the configure.exe or instructions on how to bootstrap the build configure.exe in the install directions. Based on the Git instructions it appears the tarball is specifically stripped of the scripts needed to build configure.exe normally.

      My use case is that I'm building a patched qt-everywhere-enterprise-src-5.1.0-rc1.tar.gz on Linux & Windows so I actually would like the everywhere attribute to be truthful.
