Currently inspector listening port is hardcoded to 1337. We need to make it configurable via application's commandline arguments as other portings doing.

We need this if we want to have chromedriver work on Qt WebEngine. Chromedriver is chromium's Selenium webdriver implementation. It launches an instance of chrome and talk to it with webdriver protocol on a shared listening port.
