Android: Support configuring software keyboard resizing behavior

    Description

      Some people want to be able to configure whether the keyboard always resizes or sometimes pans the window when showing the keyboard. We might be able to use settings from the manifest, depending on what the expectations would be if you explicitly change those options. This needs to be investigated and determined first.
