onbeforeunload is not always called when navigating away from a webpage or closing one

With the attached HTML file then when you do the following onbeforeunload is not being called:

1) close the window (or the tab if using the browser example)
2) click on a link inside the page

This works fine with other browsers and onbeforeunload works fine if you click on a bookmark for example.
