Android on windows should give a hint about the usb driver

      When trying to deploy to android devices the "Select Android Device" dialog comes up empty unless the Google USB driver from the SDK is installed.
      The dialog should show a hint and since it knows where the sdk is it should offer to run the install for the user or suggest running the sdk updater to install the driver.
