Make the page down/page up functionality optional in a ScrollView

      Make the page down/page up functionality optional in a ScrollView. Currently if you don't click on the buttons or the handle then it will page in the direction of the click if you have turned off ScrollToClickPosition. It should be an option to turn this behaviour off so that the mouse click can go to whatever is underneath instead.
