When there are not many items in a ListView that is in a ScrollView then the scrollbar handle only goes part of the way. It should go all the way to the top and bottom. Otherwise it is confusing to the user as it seems there are more items which are unreachable.

In the example attached, click on the 15 items button and then scroll with the scrollbar and see it will stop, it will reach the top when the "flick" area is included.
