Switch MinGW toolchain i686-4.8.2-release-posix-dwarf-rt_v3-rev3.7z

    Description

      We should build with & ship 5.3.0 with

      i686-4.8.2-release-posix-dwarf-rt_v3-rev3.7z

      as the Mingw toolchain of choice. Compared to -rev2, it contains a newer gdb 7.7 that fixes crashes .
