Investigate whether -GL/-LTCG should be optional or not (Windows only)

Investigate whether -GL/-LTCG should be optional or not, it is reported that it is not always providing increased performance, potentially when the application is doing a lot of computationally expensive calls involving graphics, painting and layout changes. At the very least it should be considered if this option should be a configure option or not.
