QtWebEngineProcess.exe not respecting qt.conf

    Description

      It seems QtWebEngineProcess.exe does not respect qt.conf: E.g. qtwebengine_resources.pak, icudt.dat are always loaded from the actual build directory.

      This might be because QtWebEngineProcess.exe does not instantiate QCoreApplication?
