Scrollbars in Qt Quick Controls ScrollView does not accept mouse input when the system has a touch screen

      To reproduce:
      1. Start the QtQuick Controls text editor example
      2. Try to drag or click the scrollbar on the right hand side
      => You cannot adjust the scrollbar in any way.

      This was first observed in the welcome screen of Qt Creator: QTCREATORBUG-13467
