QNetworkConfigurationManager::​allConfigurations returns empty list

    Description

      QNetworkConfigurationManager::​allConfigurations always return empty list.
      QNetworkConfigurationManager::​isOnline always return false, but network work fine. Check on example from 5.4\Src\qtbase\examples\network\bearermonitor
