Map.zoomLevel jumps when using touch and mouse wheel zoom

      1. zoom into map using mouse wheel
      2. zoom further into map using touch based pinch gesture
      3. zoom further into map using wheel

      Observe that the second wheel zoom causes the maps zoom level to jump very irradically.
