Popup window is closed undesirably if pressed mouse was slightly moved after popup opening

      Reproducing:
      Press mouse on a MenuBar item and slightly move on the same item before release.
      Popup menu is opened on press and closed on release.
      ComboBox's popup window has the similar behavior.

      On small screens with high resolutions (FullHD and higher laptops) it is sometimes quite difficult to open popup especially with a sensitive mouse.

      Expected behavior:
      Close popup window on press only.
