Missing implementation for camera focus on Windows Phone

As discussed in IRC with Andrew Knight, there is no implementation for using camera focus on Windows Phone. Ote team would need implementation as soon as possible and might be able to contribute. This is a major issue for us, because 1D barcode reading is totally impossible if the image is out-of-focus.
