QNAM does not report correct NetworkAccessibility

      I noticed that QNAM is always in the Accessible state, even when going offline (corelwan on mac OS) and there is no network access.

      I noticed in the code, if it does reach NotAccessible, there is nothing that ever sets it back to Accessible.
