Windows MSVC packages: Suggest to move jom.exe & tools to a separate Tools\bin folder

      Currently jom.exe is in Tools\QtCreator\bin. When this is added to the PATH for building from the command line, 2 different Qt versions can be found (Qt Creator's and the installed one), which can lead to mixups like QTBUG-46354 .

      Suggest to create a separate Tools\bin, put jom there and add it to qtenv2.bat (and likely Qt Creator default config).
