I have an example application to show the problem.
      Test case:
      1. Move mouse over the close button and wait until the tool tip will appears.
      2. Leave mouse cursor from the close button.
Effect: the close button not updates his status after those steps, though mouse not over the close button. While tooltip is visible all UI controls do not update states.

This behaviour is really blocker because it does not allow me to implement customized windows and controls as i want. It is critical on Mac OS X for Mac App Store certification steps.
