Description

Plugin qwindows.dll is not searched as described in:
http://doc.qt.io/qt-5/windows-deployment.html#qt-plugins
Even if you use setLibraryPaths(), Qt install path is searched first. You can overcome this issue by using qt.conf, but the document is misleading.
