Problem with shortcuts on non-english layouts

    Description

      QAction with single-letter shortcuts works only on English layout. For example, shortcut "F" does not work with Russian keyboard. But shortcuts like "Ctrl+F" or "Alt+F" work fine on both layouts. See attached file.
