[hidpi] qt-based plugins should not set the process DPI awareness

    Description

      qt calls setProcessDpiAwareness in its startup code. when using qt inside a plugin, this will set the dpi awareness of the host, which messes up the hosts's gui.

      this should not be called when qt is running inside a plugin.
