Symbian: Refactor QWidgetPrivate::create_sys to remove redundancy

      The current implementation of QWidgetPrivate::create_sys (c006edf9) contains a large amount of redundancy between the "if (toplevel)" and corresponding "else" branch. This should be refactored in order to make it easier to maintain.
