Wintab does not read systemwide tablet mapping

On Windows, mapping the tablet to the screen is not working correctly. Using the Wacom utility, I have configured the the cursor be mapped to the middle monitor. When I launch my application (Krita), the tablet mapping immediately changes as long as focus remains on the window. When I change to another program, the tablet mapping switches back to the correct setting.

Using the same code base but built on Linux, no alteration of the screen mapping occurs. (One small thing, since I'm using Kubuntu I believe the build is using Qt 5.4, while I'm building with 5.5 on Windows.)
