ScrollView scrollbars always hidden in Windows 10

Even if ScrollView's scrollbarVisibilityPolicy is set to Scrollbars always visible, they are not. They become visible only on scroll action with mouse/touchpad. It's bad because if I want to scroll bottom scrollbar and I have only mouse, the only way to do it would be scroll vertical scroll a bit to make scrollbars visible and then quickly try to catch horizontal scrollbar.
