README* and INSTALL files are inadequate

      Currently there is no mention of Symbian in INSTALL or in README files. Symbian has separate README.s60 file, which contains both general information and installation information.

      INSTALL and README* files should be reworked to something more sensible:

      There should only be one README file.

      Any information in README that is available in html docs should not be duplicated in README; instead if should indicate the correct html file. The html pointed to can be local file, since all releases we make will have html documentation.

      INSTALL file should also similarly point to html installation documentation instead of duplicating information.
