small scrollbars in high DPI setup on Windows

    Description

      When setting Windows display scaling to e.g. 200% scrollbars in the webengine view are much too thin.

      The scrollbars have the correct size in the following situations:

      • non-high-DPI setup with QT_DEVICE_PIXEL_RATIO=2
      • high-DPI setup with --single-process
