configure test for libjpeg breaks with jpeg-turbo

      libjpeg-turbo doesn't ship with a pkg-config file so the configure test will fail on systems that use jpeg-turbo instead of the stock libjpeg. The offending test is in: qtwebengine/tools/qmake/mkspecs/features/configure.prf line 32.
