QLocale: the system locale should be updated when a user changes regional settings

      When the user changes the language of the system (or any of the regional properties) we should update the Qts system locale (QLocale::system()). Right now we do this on Windows only, we should implement the same feature for Mac (native Mac applications do this) and on Symbian.
