Windows Phone 8.1: Menus show inconsistent behavior

      Menus (like combobox popups or toolbar menus) show inconsistent (random) display behavior. For instance when first called they are correctly displayed, then the font is too large, then just a black rectangle is shown.

      The "controls/uiforms" example can be used to reproduce the problem.
