simplify network-manager bearer plugin

The network-manager bearer plugin should be simplified for embedded devices.
It contains blocking dbus calls for every AP property which can bog down the system CPU.
The system could also restrict certain dbus paths resulting from app armor.

Some systems (such as ubuntu touch) restrict what apps can have access to (such as list of available AP's, mac addresses, etc), and the system itself does not control connections through QtBearer.
