Support parentless toplevel windows without taskbar entries

    Description

      It would be nice if Qt/X11supported the NET_WM_STATE_SKIP_TASKBAR property to enable parentless toplevel windows without taskbar entries in KDE/Gnome/etc.

      If possible, this should be supported on Windows and Mac as well.
