[REG 5.5.1 -> 5.6] Shortcuts needing implicit shift broken

    Description

      1. Set your system to use German keyboard layout.
        Looking at QTBUG-47122 you can probably reproduce the problem with Finnish or French layout, too.
      2. Build and run Qt Creator on Qt 5.6.
      3. Open a source file in Creator and place the cursor in a line of code.
      4. Press Ctrl+/ to comment out the current line. On a German keyboard this is Ctrl+Shift+7.
        Nothing will happen.

      Qt should be able to handle the implicit shift in the shortcut. With Qt 5.4.2 and 5.5.1, this works correctly. In Qt 5.5.0 it was broken before, see QTBUG-47122.
