QNetworkConfigurationManager isOnline not returning correct value

      QNetworkConfigurationManager's isOnline property produces incorrect results in certain circumstances.

      On iOS 9 the presence of VPN software causes isOnline to return true all the time even when there is no internet access.

      We've also seen the same issue occur when connected to a network that requires credentials before internet access is given (hotels, airplanes).
