Restoring history may break mouse events

    Description

      In some cases, restoring history leads to "broken" mouse events in webview. In this broken state, mouse hover is not working (hovering elements on page has no effect) and dragging scrollbar doesn't work. Looks like mouse move is not sent to chromium?

      Attached minimal example triggers this bug. Run the application and press Ctrl+Shift+Tab, the opened tab will have the broken mouse events.

      NOTE: You need to use keyboard shortcut (press Ctrl+Shift+Tab) to trigger the bug. Triggering the action with mouse doesn't trigger the bug.
