Provide config test for qtserialbus modules C++11 usage

The QtSerialBus module requires C++11 to compile. Qt 5.6 and 5.7still support some old compilers which do not support the required C++11 feature set. A config test should be written that contains all the C++11 features used by the module and based on the outcome the module should be enabled or not. This would replace the currently existing compiler based rejection pattern in qtserialbus.pro.
