Add a property to turn on background running of PositionSource

      On some platforms it is necessary to explicitly turn on the fact that PositionSource can run in the background. On Android it is enough to just switch this on in the manifest, however on iOS it is now necessary to switch this on at the API level too. Therefore it would be nice to have a means to turn this on via PositionSource so it is done automatically.
