Starting Qt Designer at Windows 7 64Bit and Windows 10

    Description

      When I start the Qt tool designer at a Windows 7 64 Bit OS
      I don't see anything.
      In the Task Manager I see the Qt Designer (32Bit) as process.

      When I start the designer at a Windows 7 32 Bit OS it work's fine.

      At a Windows 8.1 64Bit OS it work's allso fine.

      What's the reason that the designer doesn't start at Window 7 64Bit OS?
