WebEngine may take up to 20 seconds to start on first run

      Can be reproduced with browser examples on some machines.

      I could reproduce this at some point on Windows 10 + Nvidia GTX 980, but not anymore (startup takes about 2-3 seconds now). How ever, it is still happening on some machines (I hear).
