Windows: Add "file version" metadata to executables / DLLs built for Qt

    Description

      Qt version info should be built into executables (i.e. QtWebEngineProcess.exe, qmlscene.exe), just like some of the dlls already have.

      Angle DLLs also seem to miss this file version information: libEGL.dll, libGLESv2.dll and opengl32sw.dll (and their corresponding debug versions).
