Implement qdb_server

      qdb_server will be a background process on the host that watches for newly plugged (or unplugged) USB devices.

      QDB QtC plugin will connect to it and wants a stream of these events. IPs of the devices are also necessary.

      Host-side network configuration is also automatically applied.
