Adjust capture settings in QCamera rather than in plugins

At the moment, each plugin makes sure that capture settings passed to the backend are valid and compatible with each other. This could be done in QCamera in a cross-platform way.

This would require a new control API to know if viewfinder, video and image settings can be set independently (for example on some Android devices, the video capture resolution cannot be different than the viewfinder resolution).
