Add an option to enable incremental scrolling in Scrollbar

      It would be useful to be able to scroll incrementally.
      Instead of scrolling fluidly, it will snap at each `stepSize` increments.

      A possible usecase could be replicating Google's Android contact app, where a `stepSize` would be equivalent to a delegate height incrementation.
